Jere Haygood headed up one Grantville's Civil Engineering firms before the Ring of Fire. Afterward, he oversaw the rebuilding sacked city of Magdeburg into the continental capital of the United States of Europe.

Haygood was loaned to Gustavus Adolphus' administration shortly after the formation of the Confederated Principalities of Europe in the fall of 1632 and the following winter for two purposes. First, he assisted John Chandler Simpson in selecting a site for a shipyard for the proposed USE Navy. Second, as an experienced civil, Haywood assisted the king's officials in planning a modern city on the wreckage of old Magdeburg. This included improvements to the river and canal transport network, as "good roads" were brief but limited cobblestone main streets in larger cities, and the roads in between were mere cart tracks— overland, goods are mainly shipped by mule train.

Additionally, in conjunction with Admiral-to-be Simpson, Haygood convinced Gustav's officer corps to reorganize the army into a smaller more professional form using newly designed firearms with bayonets (instead of two-thirds pikes and one-third muskets).
